Our mobilisation approach is governed, transparent, and accountable - ensuring every contract goes live smoothly, safely, and in full compliance from day one. We build a strong foundation for sustained service excellence and public value, combining rigorous governance with responsive project delivery.

 

Drawing on experience from five recent highway contract mobilisations, we bring proven methods and adaptable planning to meet the evolving needs of public sector clients.

Key mobilisation components

1. Mobilisation planning

Ideally initiated during the tender stage, we create a contract-specific mobilisation plan and Gantt chart detailing activities, timelines, resources, and responsibilities. Aligned with the Authority's Scope and the contractor's tender commitments, this plan ensures transparency, reduces risk, and drives accountability.
If an existing plan is in place, we review all tender and contract documents to confirm every deliverable is captured and compliant.

2. Risk management & reporting

Our ISO 31000–aligned risk management framework ensures a structured, evidence-based approach to identifying, analysing, and mitigating risks. Through daily, weekly, and monthly reviews - supported by a formal weekly mobilisation report and risk register - we provide clear visibility and governance for all stakeholders.

3. Lean operational processes

We work collaboratively with teams to design efficient, value-for-money operational processes that maintain quality and compliance.
Our focus areas include:

  • Systems integration and data flow

  • Customer impact points

  • Business continuity

  • Early operational success

With processes in place before go-live, teams are prepared, motivated, and confident to deliver.

4. Operational cutover planning

A detailed, two-week Cutover Plan outlines a day-by-day transition from mobilisation to live operations.
It defines sequencing, responsibilities, and communication protocols to ensure a seamless, disruption-free, and compliant service launch.

5. Day 1 induction & week 1 training

We design the first week of operations to set a positive tone and ensure all colleagues understand new expectations and compliance requirements. This includes:

  • A formal Day 1 induction event for all transferring and new employees

  • A structured Week 1 training programme covering safety, customer service, systems, and policy essentials

6. Transition to 'Business as Usual'

As mobilisation concludes, we extend the project plan to manage the shift to steady-state operations.
This includes:

  • Ongoing risk and performance management

  • Process refinement and business planning

  • Contract governance and continuous training

This ensures services remain consistent, efficient, and fully aligned with public sector standards and Authority priorities.
